I don't understand your point about symlinks (probably
because I have never used webmacro) but I thought the
above was what we had actually agreed on already?
And it's certainly how sugar is organised in the CVS:

[williamc@ganesh williamc]$ ls /usr/cvsroot/org/paneris/sugar/templates/
Categories.wm,v Company.wm,v UploadResults.wm,v
Companies.wm,v Upload.wm,v
