I think that it can. In fact, it handles MIME messages as well,

What I personally haven't got a handle on is how to set up an NT server
to pipe (or equivalent) incoming e-mails to a script. Anyone got any
ideas.
But if we go the Linux way for our server, this is not really a problem.

I'm not sure that there is enough worth keeping with the old system. We
need to evaluate CoCoBoard and HyperNews, pick one of those as our messaging
system and port the old messages if necessary.
