Floating functions

Hi all,

I have made a few alterations:

1. Create_page now works again
2. The top frame no longer has 'other functions' on it.
To get to other functions you have to press the floating P/E image.
3. The DOCTYPE now uses HTML 4.0 Transitional, so it is possible to validate them (using update beta on modify).

4. Only pages which have recently been modified will have the floating button, so if you want it you must modify your page.
