Perl bug?

I seem to have found a bug in my implementation of Perl.

The documentation says that $' is equivalent to $POSTMATCH.

In line 279 of modify.pl
$POSTMATCH was empty, but compiled. So I have used the old fashioned notation.

Can anyone shed any light?
