System Properties Table

OK,

I was going mess about with projects.properties in order to allow us to set up a different uploaddir for each project. Then i figured that the real place to store an uploaddir is in the database - in a System table. and we are likely to want other similar properties in the future.

So I intend to add this to the datadictionary tomorrow. is this sensible?
