There is no evidence to the contrary, except the Iway debacle. We have excellent mechanisms for tracing abuse, but no mechanisms
for discipline of offenders other than naming and shaming
and exclusion, both of which are a bit draconian. If we move toward a legally binding contract of membership,
and/or a include our rules into future terms and conditions we
might make a difference, but in reality we have not got the resources
to sue anyone. It might be possible to expect a returnable deposit which would be
forfeit in the case of abuse by members, but I don't think members
are a problem. The problem would come with non-members undercutting us
and our clients accepting the non-paneris quotes. The only way to protect ourselves from this is to ensure
that our bids are cheap and our delivery/way of working is more
attractive than can be offered by people outside of paneris. We could of course, put in some authorisation :)
